Where Construction Debris Actually Goes in Dakota County
Dakota County has more permitted landfills than any other county in Minnesota. Knowing which one takes what is worth real money on a large job.

The Dakota County disposal chain
Understanding where material goes is not academic. It determines your disposal cost, and on a large job the difference between a thoughtful setup and a careless one runs into real money.
Dakota County is unusual: it has more open state-permitted landfills than any other county in Minnesota. That is a mixed blessing for residents, but for anyone hauling debris it means the disposal infrastructure is close, competitive and genuinely varied. Most of the metro's south-side construction debris ends up within fifteen miles of our yard.
Which facility takes what
The three that matter most for our work:
- The Burnsville Demolition Landfill on Cliff Road West takes construction and demolition material specifically — concrete, sheet rock, brick, asphalt, treated and untreated wood, masonry, glass and plastic building parts. That list is worth reading twice, because it is a good summary of what "clean C&D" actually means.
- The Burnsville Sanitary Landfill, on the same site, takes ordinary mixed solid waste.
- SKB Rosemount handles industrial waste and construction and demolition debris, and is permitted for non-hazardous material including asbestos-containing debris — which matters for abatement contractors, though that is licensed work and never something that goes in one of our containers.
There is also the Pine Bend Landfill in Inver Grove Heights for mixed solid waste, and several transfer stations along 160th and 165th Streets East in Rosemount.
None of these take hazardous waste, tyres or yard waste. Those are separate routes.
Tonnage minimums and why they matter
This is the detail that surprises homeowners considering a self-haul, and it is worth knowing before you load the pickup.
Several of these facilities have minimum billing weights. The Burnsville site has a three-ton minimum. Pine Bend has a one-ton minimum. That means a light pickup load — maybe four hundred pounds of drywall offcuts — still gets billed at the minimum tonnage.
The practical consequence: for one genuinely small load, a self-haul can still make sense. For anything beyond that, the minimums stack up fast and a container is usually cheaper once you count your own time, fuel and the trips you did not budget for.
Why stream separation saves money
Disposal is priced per ton and the rate varies by stream. Mixed C&D is the most expensive category, because the facility has to handle an unpredictable mixture. Clean inert material is cheaper. Scrap metal has positive value.
Minnesota adds a second reason. The state Solid Waste Management Tax has an exemption for properly separated recyclable material — but only if you separate it, it is collected separately, it goes to a facility where it is genuinely recycled, and the charge is itemised on your bill. All four conditions. On a job with a lot of clean metal or clean concrete, that takes the tax off part of the bill as well as lowering the disposal rate.
Consider a demolition producing eight tons of broken concrete and eight tons of mixed debris. All in one container and you have sixteen tons at the mixed rate, taxed as C&D throughout. Split it and the concrete goes at a lower rate, potentially without the tax. Even after paying for a second container movement, the split usually wins.
The five streams worth separating
1. Clean concrete, block and masonry
Rebar is generally fine. Timber, plastic, soil and general debris are not. Goes in a 10 yard because of weight, always.
2. Scrap metal
Copper pipe, steel studs, ductwork, conduit, rebar offcuts, railings and old appliances. Note that appliances are banned from Minnesota landfills anyway, so they have to come out of the mixed load regardless — you may as well capture the scrap value.
3. Clean dimensional lumber
Untreated, unpainted, fasteners removed where practical. On a framing job this is a large proportion of the waste stream. Treated timber does not qualify, which matters here because deck timber is nearly always treated and deck replacement is constant work in this market.
4. Cardboard and packaging
New construction generates an extraordinary amount — appliance boxes, fixture packaging, banding, shrink wrap. On a multi-unit build a dedicated container makes sense, and cardboard is one of the easiest exemption cases to document.
5. Clean vegetation
Site clearing and tree removal. This one is not optional in Minnesota: yard and tree waste is banned from landfill disposal by state law, so it has to be separated and composted regardless of what it would cost. Plan for it at the start rather than discovering it when a load gets rejected.
Spring load restrictions
This is a genuinely Minnesota problem and one that catches out-of-state contractors every year.
Each spring, as the frost comes out of the ground, MnDOT imposes spring load restrictions on roads that are vulnerable to damage during the thaw. Minnesota is divided into six frost zones; Apple Valley and the rest of the south metro sit in the Metro zone. Restricted routes drop to five or seven ton axle limits, while interstates and most trunk highways remain at ten tons.
What that means for a dumpster: during the restriction period, heavy loads on restricted local roads are limited. Concrete and other dense material are the jobs most affected, because they are the loads that hit weight limits. Practically, we may schedule a heavy haul differently, or split a job across two lighter containers, during those weeks.
The dates move every year because they follow the weather rather than the calendar, and MnDOT announces them at least a few days in advance. There is also the reverse — winter load increases, when the ground is frozen solid and limits go up.
If you are planning a concrete-heavy job, the weeks either side of the spring thaw are the ones to ask us about. It is usually workable, but it is worth a conversation rather than an assumption.
Sizing for construction debris
Two rules, pulling in opposite directions.
Framing, drywall, packaging and general build waste: go big. A 30 yard, with swap-outs planned into the programme. Bulky and light, so you fill the volume long before the weight allowance.
Concrete, block, brick and tile: go small. A 10 yard, filled between half and two-thirds. A cubic yard of concrete is around two tons.
Most real jobs need both at different phases, which is why we would rather talk through the programme than take a single order.
Practical site setup
- Place containers where the work is, not where they are convenient for the truck. Labour spent walking debris across a site is the largest hidden cost in waste handling.
- Label them. A sheet of plywood marked CONCRETE ONLY prevents a great deal of expensive contamination — and contamination is what breaks the tax exemption.
- Brief the trades. One subcontractor throwing a lunch bag into the clean concrete container costs more than the briefing would have.
- Book swaps into the programme, not on the day you notice the can is full.
- Watch the ground through the freeze-thaw cycle. A graded lot that carries a loaded truck in February when it is frozen solid may not carry one in late March. This is the most underrated site-access issue in Minnesota construction.
- Cover heavy loads in winter. Snow adds weight and a frozen load will not tip, which turns a collection into a wasted trip.
